I don't know of a way to change the default keyboard on the panels.  However, you could use the keyboards from the toolbox. SIOS Entry ID 109770480

The keyboard does seem to work in a simulated MTP700 Basic.

It is a bit of a challenge to make it work. Faceplates are not part of the tool set on the Wincc Basic panels. Some notes:

1. Download the library sourced from the link @rmiller provided.
   
   
2. Download the sample project and keep handy as reference. Currently someone with a Unified Basic license may not be able to open the sample. /sad/
   
   
3. Open the library (toolbox) as a global library.
   
   
4. Copy the keyboard faceplate from the global library (under Types) into the project library.
   
   
   
5. Place the IO field object in the screen page. Drag and drop the tag into the IO field to populate the "Process Value" field of the IO field.
   
   
   
6. Populate the "Click left mouse button" event. Start by first forcing the event to script editing by pressing the "Convert the function list into script" (orange button).
   
   
   
7. Write the code..
   
   
   
8. Change the code to suit the situation. Look at the sample project for guidance.
   

I don't think this solution is applicable for hundreds or thousands of input fields in the panel. Isn't there a simpler or more automatic solution?

I can confirm that with TIA V19 Update 4, a reduced keyboard is displayed when the panel has Runtime V20.0.0.2 and FW20.00.00.02_08.02.00.01.

For an integer variable, the reduced keyboard is displayed as long as the output format does not change the type (e.g., to string). Unfortunately, the keyboard is very small and only uses about one-sixth of the screen (in my case, 4 inches).
