Yes, the Desigo CC North bound interface is a REST based API (or Web service interface) which can be used to read data and write data. The data read from the Desigo CC can be used to be presented in a Cloud application, if you can develop the interface between the Desigo CC API and the Cloud.

Please note that the priority depends on the user used to login into the web service and the subsystem involved. You can define the priority for most of the BACnet based subsystems, like Desigo PX. For other standard subsystems like Modbus, S7, etc., where both the local user and the web service interface user, have write access to the data, the last will win.

The web service interface documentation is normally include in the software distributions as a separate PDF document. Please look in the documentation directory of the Extension Module “Web Service Interface”.(…\InstallFiles\Languages\en-US\EM\Web_Service_Interface\Documentation).
