Before the new Power Cycle, the diagnostic buffer shows the normal CPU start-up messages without any error messages.

Is the built-in web server enabled? If so, are you able to access it at the IP address of the PLC? Have you tried downloading and using the SIMATIC Automation Tool to gain access to the PLC / diag buffer? It may (or may not) have a way to connect to the PLC even when TIA Portal cannot. If so, you have a way into the diag buffer without TIA Portal connectivity or front panel displays like on S7-1500's (non-ET200SP-based S7-1500's anyhow). I would attempt to update the firmware using a firmware updating memory card - refer to this link: https://support.industry.siemens.com/cs/ww/en/view/59193101 and jump to section 5.2 where it mentions how to configure a memory card (NOT the one already inserted into the PLC) for firmware updates. Install the latest available firmware for your PLC onto the memory card. Then follow instructions from the s7-1500 system manual for updating firmware using a firmware update memory card after preparing a spare Siemens-compatible memory card. This may not help at all. In the meantime, I recommend submitting a Support Request with Siemens Support -> Create new request. They may have other suggestions - hopefully better ones! Please post back your results and any feedback from Siemens Support.
