to generate a voltage reference for the actuators (VFD) you need an analogical card to insert in the rack of PLC 300.

If you have multiple actuators that are all piloted in VFD you need multiple cards to generate all the VFDs. And if you want (and hope) to generate the same reference for everyone, you simply set all of your output values to the same level. But keep in mind that the actuators will not run at same same same speed, unless they are servo and with feedback

Example : you have 4 actuators, ok, you need 4 voltages out. You need to search in the Siemens catalog because every analog out card can generate more than 1 voltage.

TIP: if you have Siemens inverters (G120 example), why wasting money and cables and noises with VFDs when you can use a Profinet communication ? Obviously your PLC needs supporting the Profinet.
