I got this problem as same as you.

1.  Download: ORCA MSI Editor

2. Edit in Orca file "setup.msi" in folder "S7_PLCSIM_V54_SP2\PLCSim\Disk1"

Then change like this:

DLG_InstallationRequirements - Back - (Disable -> Enable)

3. Install PLCSIM SP2 -> done!!

4. Install PLCSIM SP4 or SP5...

I did exactly what you said on ORCA. But after saved the modification on msi file. I got the message:

The wizard was interrupted before S7-PLCSIM could be completely installed.

So, I was unable to install the SP2.

Anybody got the same issue? I have downloaded the SP2, SP3 SP4 and the SP5 to be able to run the PLCSIM on Windows 7.
