I would like to make a project with a S7-300 PLC with two HMI panels. Can I use the same Tags in both HMI panels to control the same items in the PLC.

You can have two HMI panels connected to the same PLC and accessing the same variables, but you have to create two different communication links. That is, each panel has to have its own IP address, PROFINET name or MPI name... depending on the communication protocol you use.
