Evaluation of the current mode of the S7-CPU can be performed via the system function "GetPLCMode". Please see:

Then, from the other PLC you can send a signal to the HMI to use the system function "SetPLCMode" to change the S7-CPU mode:

As the ET200SP CPU internally is like an S7-1500, I guess this should work.

There is no built-in way to issue a restart of a s7-1500 PLC using a digital input.
You can however use a digital input to drive a digital output which then drives a timer relay which when activated turns off power to the PLC, and after the timer expires, restores power to the PLC.

The default state needs to be power is provided to the PLC, and the power source for the PLC and timer relay cannot be from the same fuse or breaker (for obvious reasons).

I need to Remotely restart the PLC (change the operation mode from RUN to STOP and STOP to RUN again) using the digital input signal coming from the client PLC, i am using CPU 1510SP-1 PN PLC and additionally i have TP1500 Comfort HMI panel.
This is to restart the PLC remotely from the client PLC.
