Once you grasp above idea and try to create a graph of your task you will find your description incomplete.

This must be controlled. 2: A or B can be TRUE in the same time and this must be controlled. 3: A or B are first to each other if from a start condition there is a transition with the correct boolean values: from A = 0 AND B = 0 to A = 1 AND B = 0 then C = 1; from A = 0 AND B = 0 to A = 1 AND B = 1 then C = 0; from A = 0 AND B = 0 to A = 0 AND B = 1 then C = 0; I don't know what you want to reach, but you must write a program code that respect the conditions and transitions.
