What I can see from the pdf you gave is that you have a "STEP 7 Professional Edition 2004 5.3" license.

Is it really the software you are dealing with?

The current post topic is about "Step 7 basic V13". (before the forum manager move it into a new post)

So, if your software is Step 7 Basic V13, then you cannot use your "STEP 7 Professional Edition 2004 5.3" for it.

You should give us a printscreen of the "Installed software" in the "Help" tab and a printscreen of the license in your license manager.

Yes, my SW is the same than the License related for.

For your and all community friends information, I got the solution by email from Mr. Murat Akin, as follows:

"Please check your settings on the windows explorer.

Tools -> Folder Options... -> View -> Set "Show hidden files and folders".

1. stop the service "Automation Licence Manager":
    -> Start - settings - control panel - administrative tools -  services

2. delete the folder "MachineKeys" with all files in this paths
   -> \document and settings\All users\application data\Microsoft\Crypto\DSS\MachineKeys
   -> \document and settings\All users\application data\Microsoft\Crypto\RSA\MachineKeys

3. start the service "Automation Licence Manager"
   -> Start - settings - control panel - manage -  services "

I did that and works!!!
