I have not a notation in STEP 5, but I think you have to use two timers regarding to the conditions:

program example for:
"If the line speed is 300m then the T90 must be 1,1s"
A E1.1 //if 300m
AN E1.2 //if not 240m
J M001 //then jump to M001

program example for:
"If the line speed is 240 then the T90 must be 1s"
AN E1.1 //if not 300m
A E1.2 //if 240m
J M002 //then jump to M002

M001 ==> use Timer with 1,1s
M002 ==> use Timer with 1s
