I'm having a similar situation... I need to create two DB's for stablish an get/put comunication between an S7-400 and a S7-1200 (I have everything configured by TIA Portal v15 with the S7-1200) but I just can't create a DB without a stop-download, I've try to copy and paste as you suggest, but it apears a warning and cancel; I've try to use the online editor to create a blank DB and modify later and didn't work

I'm trully out of ideas...

BTW I'm using PCS7 v9

Have you something that could help me to create DB in online mode??

I am also planning to integrate either a S7-1200 or 1500 into my exising plc (s7-400) how did you do it at first? do you have manual of how to integrate it via PCS 7  V9.0? Also how did you configure it into TIA Portal?
