WinCC Error: The transfer service could not be loaded.

Transfer don't start and WinCC have error: The transfer service could not be loaded. I have laptop with WinCC flexible 2008 SP3, Win7 ultimate 64bit. I tray second laptop with Win7 home premium 32bit and WinCC 2008 flexible SP3, and with this laptop transfer go. Where is problem? Can you help me, please? Thanks!
