The position and size of the on-screen keyboard is stored in the Windows registry. With a 64-bit system:

These values determine the size and position. If you set these values to 0, the keyboard initializes itself and appears in the default size and position the next time it is opened. Please note that you always act at your own risk when making changes to the registry, so I recommend you to make a backup of the registry or the relevant entries beforehand.

do you use a Simatic Panel (Which one?) or a PC RT?

If you have a Panel I would suggest doing a Reset to factory settings to get everything back to the defautl settings

Or you try to open the control panel and open the Keyboard settings, there you can also set size and position and store it
