Hello. I have the same problem. V18 and V19 both installed and upgraded to latest updates.

Still in TIA Administrator V3 I have 

SIMATIC WinCC Runtime Advanced Simulation v17.0 Upd7 and below I see three updates:

But none of the three detects the package and installs correctly. I know that the package is a Simulation , but even with latest updates it doesn't get updated.

How to solve this?

PS. I have also installed UPD3 for TIA V19, but TIA Admin still reports Upd2... how come?!!?

I've created a fresh Virtual Machine on VMWare with Windows 10 Pro.

I've now installed TIA V19 only. But the issue is still present.

Same identical updates are still present. And the problem is still there. 

That's very weird! I have no V18 installed now, but still I get:

as updates in TIA Admin.

why is that?

What I would recommend is to install TIA Portal V18 as clean as possible. Consider these steps.

- Antivirus and firewall disabled

- Clean reboot -> How to perform a clean boot in Windows - Microsoft Support

- Put the files on the shortest possible path within the hard drive

- Run as an administrator

 I don't have TIA Software Updater as it has been discontinued. I've tried downloading and installing manually, but the installer doesn't detect a valid V17 Runtime Advanced installed, so every update fails.
