E238 and E239 are not error messages generated by the S7-200 PLC. For confirmation, open the S7-200 System Manual, Appendix C, Error Codes:

It must be from the SPUHL C313 spring winding machine. I suggest you start by looking up the user manual for the machine, or by contact support from SPUHL.
