I believe I have the same issue.  I am not seeing where there is missing information in the pictures.  I did go to settings and my "Known computers:" and "Search list:" areas are blank.  I am unable to add any information to either area and I don't know what I would add even if I could.  My company just bought this license a month ago for TIA versions 11 through 18 and now none of the versions will allow me to open the program blocks in the project tree.  I just get the License "STEP 7 Basic" was not found.  I'm not even using basic.  My license if for Professional.  

 do you use local licences or server based licences

Which TIA Version you use?

from where you get the licences in the picture?

In ALM, in the left pane, right-click on the "desktop" row.  Select "Connect Computer".  Add a license server name, and check all the boxes.  Now you should be able to see something in the search list.
