Can an EEPROM be used to reload the PLC program when this happens?

Can an EEPROM be used to reload the PLC program when this happens? Thank you in advance! I'd like to know if the program is lost (ie. blank when you do an upload) or the retention memory is lost? Also if the PLC is on 24/7 or not to help you out future.
