I currently have an iot2040. Since it has 2 serial ports, etc. etc. What would be the base image/bsp to use? I am in need of running the iot2040 with a Telit cellular module. The base image I used lacks cdc-acm. I assume I can include this if I create a new image.

Would the 2020 be the same base image as the 2040?

They both use the same image (same processor basically, just different peripherals).  I would start with the example image (meta-iot2000-example) and take away what you don't need. The bsp image is very minimal.
