For Other language issue I normally use Google Translator and hope you can find some way to educate new users to keep post in English, and if other language they using--translated to English before post 

***I know it is not a easy job--but I seem remember, there is a pop out box, when user want to post a new title / topic--saying please search in FQA 1st then post your question --maybe we can add some reminder--" If your post language is Not English, please translate into English before post.
