I'm encountering an issue with TIA Portal V17. I can't seem to find the option to enter a value into a text list via a tag on the HMI. Could someone help me resolve this problem?

Unfortunately, what you want to do is not available in the Unified comfort in TIA Portal 17, but it is already available in Aunt Portal 18. I attach a photo of the comparison between versions of what I have been testing.
