We have a 414 CPU and an FM458-1 in the same rack. There are some drives on the FM458 bus. When we upload hardware, the upload does not include the FM458 bus and the related devices. 

We need to have upload including all network equipment.

Uploading from FM458 is not possible, you must have source project.

I don't know about approval, but if you study 2 basic manuals (https://support.industry.siemens.com/cs/ww/en/view/8776786 and https://support.industry.siemens.com/cs/ww/en/view/14952610) you will not find any mention about possibility for uploading HW/programs of TDC/FM458/T400.
