yes, perhaps it´s better to install complete new. Here´s a FAQ how to deinstall TIA complete. https://support.industry.siemens.com/cs/de/en/view/76325723 Siemens advises to disable the antivirus software during installation...perhaps one reason for the crash?
If you are using and have installed STEP 7 Safety, please note that, in addition to the TIA Portal Update 6, at least the installation of STEP 7 Safety Update 4 is also essential. Updates for STEP 7 V13 SP1 and WinCC V13 SP1 https://support.industry.siemens.com/cs/de/en/view/109311724

I have a similar but different error. see pic Is there no option other than to uninstall TIA completely ?
