Same problem with TP700 Comfort Panel.

OS not booting.

Panel not reachable through Ethernet, MPI or USB.

do you know and key combination to enter a Windowas CE bios? Or Simatic HMI bios?

 Panel is only two years old …

The BIOS of a Comfort Panel is not accessible. If the Comfort Panel does not start and it is not possible to perform a factory reset using ProSave, then I believe it would be advisable to send the unit to the Repair Service directly.
