how could I do that from one push button I1 by pressing 4 times, and with each press, to control two outputs Q1 and Q2 in the combination 0-0, 0-1, 0-1, 1-1?

I assume you mean the sequence 0-0, 0-1, 1-0, 1-1. If this is correct, connect two impulse relays in series (see picture).

Block B003 is only intended for the specified sequence. If it weren't there, the sequence would be slightly different.
