I've just found a fix.

Go to the application properties (Right-click on the app), in the "Compatibility" tab, select "Change High DPI settings".

Check "Override High DPI Scaling behavior" then select "system" in the drop list menu.

Is the Windows scaling factor set to 100 % or to the recommended setting? 

Please test again the behavior after installing Update 1 for TIA V19 and rebooting the system:
