Im pretty new to the 200 series plcs as only ever used 300/400.

what is used to program them? I hear the 200 series is the very basic of PLCs and wondered if you just program it in Simatic Step 7 or do you use something else?

To program S7-200 you need STEP 7 MicroWIN. You can't use Simatic Step 7. About Microwin you can read more in manual S7-200 System Manual. If you order Microwin from your Siemens representative in your place, try some of this tricks and tips.
