I am using wincc version 8.1 where some features related to SVG library are disable . for pipe in SVG library it color , style and filling features is disable . 

Is this require license to use them in my project ?

as in your screen, you can't fill svg, this option is not available in general, also if you put in own svg files.

maybe check the library with the animates svghmi files, here you can change some things.
