My company purchased SIMACTIC S7-1200 along with SIMATIC STEP 7 Basic V13 SP1, and SIMATIC STEP 7 PLCSIM V13 SP1, the package comes with a license dongle (USB), But I was trying to run Automation Licence Manager, I've got the error message saying The "Automation License Manager Service" has not been started! Please start the Service? That was what I am going to do, wasn't it?

Yes, you need start ALM service as per screen shot and make startup type as "Automatic"

hi,

as mentioned before, you have to start a windows service in the system control.

you find it by using the search-window. Type in "services".

Normally it should be started automatically. Have you installed the Software as admin and with deactivated anti-virus-scan? If not, it can be the reason for the not started service.

my customer had a similar problem with ALM - the problem was the virus scanner. After deactivating and reinstalling without virusscanner it worked...

I am also having same issue while installing Siemens Sinutrain for Sinumerik Operate some services are blocked can anyone help I cannot able to stop the ALM Service and cannot disable antivirus ecause of group policy and it is working fine in clean machine please help me Thank in advance

Just want to report; yesterday my customer installed successfully TIA V14 SP1 on Windows 10. When TIA opened, he got the same message: "Automation License Manager" Service has not been started! Please start the Service, but the Automation License Manager Service cannot be started at all.
After reinstalling the ALM V6.0 SP1, problem solved.

 A few weeks a go, i posted the same outcome on the installation. The latest ALM is the answer to the problem.

 Sriram236, was a solution to your issue ever provided. I am seeing a lot of info on this forum, but no clear cut answer on this is how to solve it?

1. Uninstall  ALM.

2. open C:\ProgramData\Siemens\Automation delete there ''automation license manager'' folder

3. restart PC

4. Install latest ALM

Lates ALM

Following the precepts of Ockham and his famous razor,this message (Failed to start the service, error: 1460) can also mean that a hard drive or SD memory card is locked...

So the Automation Licence Manager can not access the drive (even with no license) and stop TIA.

I could get the service working again by changing the port at
C:\ProgramData\Siemens\Automation\Automation License Manager\config\network.config

the default port is 4410

possibly the port i configured was invalid and the service failed to start because of that.

 The start option is not highlighted. And also I have transferred my license key to it.

For anyone suddenly face this issue after updated the windows

Find the actual ALM service folder from 

services.msc
 

Windows Security > Virus & threat protection > Manage settings > Add or remove exclusions

Select the Siemens folder 

C:\Program Files\Common Files\Siemens\

Done

In my case, reinstalling the ALM did not resolve the issue.

I looked through the Windows Even Log, and noticed that the service stopped running after the latest Windows update was installed. I rolled it back, and it allowed the ALM Service to run again. 

An error occurs when opening ALM

The "Automation License Manager Service" has not been started! Please start the service.

I have tried to reinstall ALM and add it to the exceptions list as suggested above, on the anti virus. Those 2 things didnt fix it. Uninstalling the last windows update fixes it but breaks again when the update retriggers. 

Our instance of Automation Licence Manager is having the exact same issue as others have described. It started happening after the Windows 11 24H2 update KB5058411. It cannot be the anti-virus as our 3rd party solution (ESET) is not restricting it and Windows Security is disabled when a 3rd party solution is installed. It's also sporadic, with enough reboots/service restarts it will start working again.

I can confirm also, that the idea of re-install the ALM for newest version helped me in this issue.

Right now the service “almservice” is not restarting, as it was anytime I needed to view any blocks in TIA Portal v16

Same issue started two days before "Automation License Manager Service" has not been started! Please start the Service" .

I have uninstalled and installed all my software's but didn't work.

After updating my automation license manager 6.0 to Automation License Manager V6.2 _SP3  the issue was fixed.

PS - if anyone were unable to download the ALM from the link supplied by qwazee using MS Edge, then try using Chrome.

Dear @all: The Versions ALM V6.0 does not support Windows 11 Versions. I fixed this error as recommended by Siemens by upgrading to ALM V6.2 SP3, and it worked.

This help to me with situation of ALM.

Upgrading my windows (win10 to win11 pro 24h2), Tia portal v17 got ALM error.

After, upgrading ALM V6.2 SP3, Tia Portal is normally worked, but after restart or shut down laptop, ALM got error again. Then I switch defender firewall off, reinstall ALM V6.2 SP3, and it was the same situation after restart or shut down laptop.

After that I install Tia Administrator V3 SP6 and then it worked normally after restart or shut down laptop.
