In the past the forum has used the time as locally observed in Germany for time-stamps of publications. This includes the observation of their local day time saving rules.

I notice some change in the timestamps. Are we using UCT + 0 as time reference or is this another forum glitch?

Would this ultimately mean that our users would be able to choose their own time zone (and DTS)?

@ixo65: Thank you for solving the mystery. Without translating the complete topic, I can see that you and others also see many problems still appear.

Since the 'unification' and rebranding effort to `SiePortal`, the forum has degraded so far that it is hard to tell when things are getting better. Changing the time reference makes sense for an international context, but there are usability issues that I would have ranked higher in priority.

I regularly observe rendering issues with errors in the 'web development console'. It may have something to do with the far communication path that our local web connections need to follow.

Things really went off the rails when users could choose to not have cookies stored. The 'web development console' still reports of movements being tracked (cookies) even when choosing to not have movements tracked. 

Regularly the edit, delete, suggest, ratings and thank-you is blocked on some topics. Selecting unread PMs regularly reports a problem just to show the unread message. Then there are the posts which the forum refuse to publish when pressing "Publish". To me this seems like a server time-out issue, which makes sense as the page rendering has slowed down significantly.

(sigh) Maybe I should just be thankful that I can again reply on PMs.

Even reading personal messages, no matter whether they have already been read or not, may work ... or not.
Also, creating new messages (or replying to messages) may work...or not.

In the meantime, you can no longer rely on the buttons under posts (suggestion, to thank, answer, quote, etc.) always working.

Sometimes a rating is not possible.

In my opinion the problems started when automatic relogin was removed.

Sometimes you only get to see a blank, white page when you open a page.

There are now so many problems that I can no longer count them.

Your user experience tracks the same as mine.
Shocking, yet not surprising.

So the forum's troubles are not isolated to certain users.
Strange that so few people come out and complain.

it's correct, we're now using UTC as timestamp and not the ME(S)Z time we are used to, it's not a glitch. 
For the future it's not planned that users can choose their own timezone, instead there will be a relative time entry at the posts, e.g.: "Published 10 minutes ago".. it will take a while until this changeover.
