What do you mean with "Connections appear normal"? do you have an alarm control on your screens where you can see the systemalarms?

at the startup of the HMi RUntime on the Panel you should see a systemalarm that indicates if the PLC communication connection is established or not.

do you have IO fields with the correct value from the PLC DB?

What do you mean with the HMI cannot send commands? if you use an IO Field and you change the value, does the HMi write this to the PLC DB?

Check also if the Tags you use are not in a recipe ! in case you use recipe tags for sending commands and value changes the default settings of the recipe synchronization will only read/write to PLC if you use the recipe functions for this actions.
