After deleting file "Language" I get a error 256:140:

Hello, collegues. After deleting file "Language" from Global folder when opening project I get a error 256:140: "The project language of project [project name] in [project folder] is unknown and might be incompatible with the current Windows Language Settings. In order to edit the project, the correct Windows Language Settings is necessary." (picture is attached) Can I edit my project or not? What can I do to avoid this situation?
