Can Image be changed to get MRAA working with Python 3?

Hello I am having major trouble with this, I have attempted multiple things suggested by people on the net,you said the Image can be changed to get MRAA working with Python 3, can you please provide more detail on this?

Split from Problems with libraries for Python2 and Python3 on IoT2020.

I cant install pip , i do the curl commande shown above and i get the following :
