CPU1215 all led blinking on first power on

Hello everyone after long time, 

I have problem with new one PLC S7-1200 1215C DC/DC/DC.

After first power on 24VDC, all led blinks: RUN/Stop led blinking green to orange, Error led blinking red  and Maint led blinking orange.

I can't connect to it via TIA portal V13SP1. After i set type of PGPC interface and click search, 0 compatible devices found. 

So, I can't go online and see diagnostic buffer. Also I try to find this blinking state of led in S7-1200 manual, but i can't see it.

I can connect to other one PLC, so i have some kind of problem with this new CPU.

Any help would be welcome, thanks in advance.

No there is no memory card in slot.

I tried to download project to PLC with memory card, but nothing happens. PLC still blinking the same, like without the memory card.

I'll call seller, maybe he can help me with this problem.

Just to inform that PLC was DOA.

Supplier replace PLC with the new one.
