I'm not sure, but the cause could be the IM folder. You should delete this folder, also in reference to the error number from the screenshot. The procedure is described in the FAQ.

I had the same problem. 

I think all library must be released (full green), but...  check ALL. 

If you have faceplates it is green even, when you have status "in work".

That was problem I had.

Release/Discard and problem gone.
