Outputs not working

I'll try to give all the infos that are needed. I have a 1215c AC/DC/Rly and two SM 1223 DI 16 x 24 VDC, DQ 16 x Relay (6ES7 223-1PL32-0XB0). The common wire 110V is the same for main module (1L,2L) also for signal modules (1L,2L,3L...). The neutral wire also the same. The outputs from the main, when they are active, are with 110V, but the outputs on the signal modules, they don't have 110V, even if the led is on and in TIA the ouput is active. Also, at diagnostic appears that the modules are ok. The ouputs are some valves and some relays on 110V. This problem is only with outputs, the inputs are ok on main and also on signal modules, working on same principle, bridge from main to signal module.

Try to disconnect all OUTPUTS and, with the LED on on the output put a polymeter to see what you've on it.

Thanks for your reply, I disconnected all the active outputs and measure between them and common wire, it couldn't give me a resistance value, it looks like the contacts on relays are not closing, I didn't got a closed circuit. I disconnected only active outputs because in case of short-circuit, a deactivated output doesn't matter. Also, I have two signal module in which the common wire it's coming from the main module so in case of short-circuit I guess that also the main wouldn't work, it's the same common.

Do you talking about outputs of SM1223 or PLC itself? If SM1223 - is there 24V supply connected to this module? For relay output you must hear clicking noise when output switches OFF/ON/OFF.
