I have found an update link, for migration from SP1 or SP2 to SP3, but there is a slight fee for the delivery of the DVDs: SIMATIC PCS 7 V7.1 + SP3 Released for Delivery It states thet clients with a valid partner agreement (specifically: a "valid Support Update Service agreement")should have recieved the updatepackage as a free delivery, so you might try discussing this with your Siemens rep.
