s7-1200 - LED Test or defective CPU Firmware

Is it possible to fry the S7 if one applyes power to some of it inputs without providing power supply to the PLC and selecting sink/source input?

The PLC starts up, I get STOP/RUN flashing in yellow with ERROR and MAINT flashing. After some time, they stop flashing and it goes in STOP mode. The PLC is not visible in the TIA portal.

When I go to Online and Diagnostics in the Online Status information it says my PC is connected to the PLC, but it has a /!\ mark beside it and its not shown in the accesible devices list.

hard to say, but probably I see one advantage, you have connection with PLC, so why not try System Reset of PLC? Hope you have backups of course.

One of my colleagues had TIA Portal V14, so we managed to run the PLC with it. Only thing is I cant make the clock outputs run, they are all FALSE, but I will keep digging.

I had some troubles connecting to the PLC and it was stuck in stop mode. Using S7 Tool I managed to assign an IP to the PLC. Then I was able to flash its LED, but its CPU was unknown, although its flash version showed up - v4.1. 

I contacted 1 of the people im working with, he had TIA V14, and with that software we connected to the PLC with no problems whatsoever. We got Internal error 46 yesterday, but after restarting the PLC power supply the error disappeared. 

We tried to make some outputs blink, just to be sure everything is ok, but we couldnt do that (Also Im not sure if Im not doing something wrong). Except for that everything else seems to be ok.

sry but still needed info is missing. Simply if you can connect also with TIA v14, why you didsn't look to what type of PLC TIA v14 shows? This can be right and important info. From this info you can jump to next...

Check under Device configuration -> System and clock memory if the memory bits are linked correct to your M bits.

Then make sure you download hardware configuration to CPU.
