We have SIMATIC IPC427C. Is it possible that this PC could act as a PLC CPU? Because the installed unit has a remote I/O connected to its profibus DP port.

Yes SIMATIC IPC427C  can be used as a Controller with WinAC RTX package installed on it and can perform almost all the functions of a SIMATIC CPU ( and more )..

It has PROFINET and PROFIBUS ports to which RIOs can be connected
