Perhaps you can do your safety program simulation easier if you know what steps you should take.In the following manual for S7 Distributed Safety, first in chapter 4 you find out how to develop a safety project and finally in section 10.4 you will learn the compiling/commissioning of your program.Specifically page #277 downloading it to S7-PLCSIM.

If this is your project , you should have access to 2 passwords,One for CPU and the other for your safety program.Perhaps in old S7 distributed safety systems/S7 F/FH , for simulation there were a default password because there were different blocks required for simulation with different collective signature (like S7 F/FH system V5.X).

In your case, if you don't have both password, it is hard to simulate.You should create a new password in HW Config-->Compile-->Recreate your safety program(viewing the program is possible without password in read only mode)-->Compile.This will give you a chance for a simulation.
