I am not an IT specialist but this is my understanding for Windows Server 2003. To use terminal services legally, you needone CAL license andone TS_CAL license from microsoft per terminal client connected. But the license resides on the server so, the count of license is only depend on simultanious connections to terminal server at any given time.
