Which PLC i should choose

I'm new at this forum, and new in Siemens PLC configuration, so i expect you to be easy on me I have to choose a PLC which have to be : - Reliable - FailSafe - Secure - Able to work under a severe natural conditions, espacially the temprature : - 40° to + 70° C - Able to communicate with diffrent PCs ( which are not Siemens ) - Able to diagnose the presence of the input signal Eventually: - Able to provide the PCs with an events report (with date & time) - Able to be supervised (monitored & controlled) through a website I'm leaning to the S7-300 which are widely used, and i have programmed with once I have : 30 Digital Outputs 30 Digital Inputs 5 Analog Inputs I'm kind oflost between the communication protocoles, there is so many that's confusing me ! But i'd rather go for an Ethernet, should i use the Profinet? So the question is : what are the elements (CPU, CP, IO Modules, SCALANCE, ET200..) that are the most suitable for my system? and what is the best communication protocole between the PLC and the PC that i can use? Thanks a lot in advance for your answers
