CPU and 443 CP card stuck in stop mode

One of our redundancy CPU (414) has been replaced recently due to unable to run. We replaced with similar part by following the instruction from section 16.2.1 Failure and replacement of CPU. After the memory reset we found the CPU and 443 CP card stuck in stop mode. Would you please advise on this issue? If you are new to this project , remove parts from both sides that you are suspicious of. Note that , removing parts like memories may enter the CPU into the STOP mode and that is a big issue in a running Plant \| Machine. Make sure all needed OBs for H config. are downloaded. If you share dig buffer of CPU in rack#0 and rack#1 separately , that will be a great help for troubleshooting. Kind regards, hdhosseini

I do see the different firmware on new CPU installed in rack 0 which is 4.5.1 while the running CPU in rack 1 showing 4.5.6. Should I perform the firmware update?
