Works on Simulation, but not on Panel

Hello forum users

On my project, there is some misunderstanding about moving from automating mode to manual of valves on Panel KP 700 Comfort. Here is how it works: when the panel's pushbutton is pressed, it should be changed the mode's positions. It works while I simulate on program itself, but it doesn't work on Panel. 

What kind of reasons may be caused for that?

P.S  Valve's signal is not connected to the module yet.

Is the state of the moe saved in a plc tag or a HMI tag?

I can't see a failure. Do you set the tag in the PLC program? Can you delete the start values in DB?

Maybe you need "Rebuild all" software, and then download to panel?
