Is it possible to read some data from DataBlocks with an external program (for example let it be our program written in C#) with PUT/GET option disabled? OPC server is also not an option.

Would be possible to add code to the PLC program? 
What type of password levels are activated?
Which PLC family is it? (S7-1x00 vs S7-x00) Which firmware version?
Are we talking of black hat hacking or a sanctioned application? 

For sanctioned projects where code can be changed in the PLC:
Add communication instructions to activate TCP / UDP / Modbus communications.

An HMI is able to communicate with a less secured / older generation PLC. A PC could emulate that, but you need to know much more about the hardware you work with.

Yes, it is possible. I am working in a company that develops PLC programs, so adding some code is not a problem.

The protection level is most often set to HMI Access
We are working with S7-12xx and S7-15xx, and we are talking about a sanctioned application. 

Most often the problem is when a customer wants to access our DataBlocks with some external applications (SCADA, C# app, or something else). Without PUT/GET checkbox enabled is not so easy to do it, but we cannot change that.

why is OPC not an option?

Are you working with optimized or non optimized DBs?

If you use the common Put/Get Based kommunication without any changes in PLC Program you have to use non optimized DBs and to activate PU/GEt.

If you use a SIemens Device with new OMS+ Channel then you do not have to activate Put/Get and you can use Optimized DBs as well.

OPC UA would be an alternative without big engineering and with a standardized interface. And you do not have to worry about Put/Get.

do you have also a Siemens HMI Devices in your Network that is communicating already with S7 PLC?

Perhaps you can use a communication interface of the HMI to get indirect access to the PLC.

Which and how many data do you want to transfer from the external App?
