I would recommend you to uninstall PLCSIM V20, download it again from the link below (check the SHA-256 checksum) and install it from scratch with administrator permissions, antivirus disabled and on a released operating system: SIMATIC STEP 7 incl. Safety, S7-PLCSIM and WinCC V20 TRIAL Download
