Today I decided to understand this problem. I did a series  actions and I understand what creates this error- fault was different versions of SW on the PG  (TIA Portal v13_SP1_UP9) and on KTP1200 (13 00 .01.05_01.01), that is, an older version of the OS image in the device (although in the right situation, TIA should offer update OS, but this, as you can see from the picture, is not the same) BUT the most important thing that gives such a bad result is the use of an adapter not from Siemens. I have two PG with a TIA portal (on one v13_SP1_UP5) on the second (v13_SP1_UP9) and I have two adapters, they look the same, but one is from Siemens, the second is a fake from China. (By the way, the second Chinese is good works on Step 7 v 5.7 and WinCC_Flex 2008.)

I tested different options v13_SP1_UP9+China adapter/ v13_SP1_UP5+China adapter/ the result was with an error like in the picture. But as soon as I replaced on the adapter with Siemens (6GK1 571-0BA00-A00A) with PG sw TIA v13-SP1_UP9, the boot button set active and (messages that I need to upgrade the OS) .I think that with the use of the PG where v13_SP1_UP5 is installed, the download will be quick without updating the OS.
